General question about section creation

Dear Sir/Madam,
I an present member of UPS (Ukrainian Physical Society) associated member of EPS.
I wonder what I have to do at first to create the local section (Kyiv, Ukraine) and what is te minimal nomber of members in section.

    Dear Valerii
    Thank you for your interest in the EPS Young Minds Project.
    You need at least four young minds (students or postdocs) and one senior scientist (advisor) to create an EPS Young Minds section. Each section needs to have one president, one vice-president, one treasurer, and one secretary. In very large sections with many activities, we also encourage the creation of further charges such as outreach coordinator, web administrator, and recruitment officer. The section's advisor should be a tenured scientist at the local institution in order to support the activities of the EPS Young Minds section on the administrative side, and to make sure that the members can collaborate smoothly with their host institution. Once an EPS Young Minds section is established, the members can apply for grants to support their activities financially. Typically, we recommend that all section members (with the support of the section advisor) negotiate a matching agreement regarding financial support with their host university (and possibly other sponsors) as early in the process as possible.
